Scientific management is not any efficiency device, not a device of any kind for securing efficiency; nor is it any bunch or group of efficiency devices. It is not a new system of figuring costs; it is not a new scheme of paying men; it is not a piecework system; it is not a bonus system; it is not a premium system; it is no scheme for paying men; it is not holding a stop watch on a man and writing things down about him; it is not time study; it is not motion study nor an analysis of the movements of men; it is not the printing and ruling and unloading a ton or two of blanks on a set of men and saying, "Heres your system; go use it."

과학적 관리법은 효율성 향상을 위한 어떠한 개체나 그룹이 아니며, 효율성 확보를 위한 어떤 종류의 수단이 아니고, 어떠한 효율성 향상수단이 아닙니다; 그것은 비용 계산의 새로운 시스템이 아니며; 새로운 임금체계가 아닌, 성과급시스템이 아니고, 상여금시스템이 아니며; 할증금시스템이 아니고, 그것은 임금 체계가 아닙니다; 그것은 그 사람에 대해 자세히 기록하고, 사람에게 스톱워치를 대고 있는 것이 아니고; 그것은 시간 학습이 아니며; 그것은 행동 학습이 아니고 사람의 행동을 분석하는 도구가 아닙니다; 그것은 사람집단에게 인쇄하고 줄을 긋고 다운받은 많은 양의 세부적 업무지침서를 내려놓고, “여기에 일할 시스템이 있다; 가서 사용하라”고 말하는 것이 아닙니다.
