ABSTRACT
A Study on the Rationalization of Wage System of the Police

The purpose of this study is to rationalize the wage system of the police. and by doing so, I ultimately intended to go far toward the establishment of career system.
In this study, I tried to develope the arguement from three points of view, and those were the process of wage ditermination, wage level, and wage system.
In chapter Ⅱ, I overviewed theories about wage determination of the police which are differentiated from general theories of wage determination. the police service has in its nature some specific characters, such as intensity of duty, risk bearing, and possibility of corruption.
In chapter Ⅲ, on the assunption that the proper support of budget should be followed, I examined both the present condition of budget rate reflected in the police wage and dynamic process of wage determination.
In chapter IV, comparison were made from three aspects that is domestic, foreign conditions and living expenses.
The result shows as followings,
(1) Indomestic comparison, I found that the level of initial pay was higher than that of general officials and public peace officials, but the level of wage goes down in proportion to the length of service and that is related with the problem of promotion in the police.
Also in the yearly comparison with the private sectors and general public sectors, in the case of policemen that graduated highschool, the level of initial pay was higher than that of the others, but the gap decreases year by year and becomes lower, when they retire. (the same result showed with leutenant that graduated university)
(2) In foreign comparison, I found that the level of wage in the Korean police was much lower than that of foreign countries and in the foreign countries wage system of the police was operated separately from other public sectors.
(3) In the comparison with the level of expenses, I found that policemen that graduated highschool get enough pay, compared with the living expenses, but when they are late 40s and early 50s, they couldn't get even standard cost of living.
On the basis of these results, I present some points at issue and sugestion in the end.
(1) Until now the process of wage determination was not rational, but distorted, because it has political character in itself
(2) The police need somewhat different wage system from other sectors because their work has specific characters such as intensity of duty, risk bearing and so on.
(3) And that different condition should be considered in the wage determination of the police.
(4) The functions of police have striking differences in its nature, so allowances should be made and in addition that should be readjusted.
