average. Deserters would be regarded as illegal immigrants and be deported.
The Minstry of Labor annonced the new policy in february,'1994. Industrial accidents of the illegal immigrants during past three years can be covered by the Industrial Accident Compensation Insurance run by government. But those inthe small firms employing fewer than 5 persons cannot be covered by the insurance. Migrant workers is regarded as no more than bearer of the cheap labor power, not as fellow citizen of the international communiy.
The Korean government have announced that all present illegal immigrants will be expelled from Korea; but there wii still be many illegal immigrants. thus, some employers will continue to take advantage of this weakpoint to exploit illegal workers.
Since 1992, more than 30 Non-government organizations(NGO)of volunteers trying to help foreign workers have appeared in Korea. The activities of the volunteers have been closely related with the religious organizations provided with resources and network indispensableto help foreign workers.
Volunteers hear the appeals, give advices, and take action to clear grievances. on the whole, the content of the grievances appealed has been consisted of delayed payment, maltreatment such as violence or sexual harassment, fine levied against those departing from Korea by the immigration official, passport or air ticket confiscated by the employer, disposessed money entrusted to emploer for remittance, industrial accident, and ect.
Majority of the supporters think the Korean workers in the lowest stratum of the labor market cannot be protected, while foreigners are in such a miserable state.Not in sufficient supply of labor force but mismatch between supply and demand is the begining of the problem. But government has not shown any consistent and integrated policy.
In this thesis, I suggested application of the Labor Standard Law and work permit for basic right. And I also suggested the substantial application of income security through the National Pension Act and Minium Wage System and medical security through the Medical Insurance Act and Incident Accident Insurance Act for medical security for social security.
