Fourth, many problems have been appointed out even in the aspect of procedural affairs of the local election management. Especially, an applicant has to submit too many required documents to register being a kind of red tapes. Only limited information on applicants is given to the public, though some of them are former convicts having committed an immoral crime. So voters can hardly verify each applicants moral sense and integrity. In addition, most of voters, who had came to listen to the Part Speech Meeting or Joint Election Speech rally, turned out to be mobilized by interests. Illegal money dealing was made among them, being finally leaded to a rigged election. And it is also urgent to improve the present ballot counting system that demands a lot of finance and manpower in an ineffective way.
However, there are some positive aspects in the local election. Decided to be unconstitutional by the Constitutional Court of Korea, one person-two voting system(Political Party Voting System), the Democratic Labor Party became a negotiation party, This result deserves to be meaningful in consideration that it has broaden the spectrum of policies, more opportunities are given to women who want to enter politics, a civil organization enlists its own candidate to actively participate in the local election, diversifying the channels of civil participation in politics.
Under the Representative democracy, an election system has to satisfy the following requirements, in order to secure the freedom and justness of an election as well as reflect each voters opinion practically on the election.
First, in order to reflect the will of the people and contribute to the unification of the nation, any illegal election campaign that incites the people partially divided has to be rooted out.
Second, through a reasonable coordination of laws and regulations on the election campaign, it supports all the fair campaign while effectively keep all the election process in order.
Third, it reinforces the punishment for any illegal election campaign to secure effectiveness of the Election Law.
Fourth, all the particulates of campaign expenses have to be opened to the public in order to enhance transparency of the election fund.
An election district system should be also improved in such a way as to prevent the overheating of an election that is appointed to be a problem of minor electorate system, and increase the turnover.
Even the most fair and reasonable will fail to create a sound election culture if any trivial illegal conduct intervenes in the whole process. It is not until the people become conscious of a fair election that we can develop our democratic politics into an advanced one.
