Chapter 1. The Study of Administration I suppose that no practical science is ever studied where there is no need to know it. The very fact, therefore, that the eminently practical science of administration is finding its way into college courses in this country would prove that this country needs to know more about administration, were such proof of the fact required to make out a case. It need not be said, however, that we do not look into college programs for proof of this fact. It is a thing almost taken for granted among us, that the present movement called civil service reform must, after the accomplishment of its first purpose, expand into efforts to improve, not the personnel only, but also the organization and methods of our government offices: because it is plain that their organization and methods need improvement only less than their personnel. It is the object of administrative study to discover, first, what government can properly and successfully do, and, secondly, how it can do these proper things with the utmost possible efficiency and at the least possible cost either of money or of energy. On both these points there is obviously much need of light among us; and only careful study can supply light. [해석] 실용적인 학문은 그것을 알 필요가 없는 곳에서는 결코 연구되어지지 않는다고 나는 생각한다. 따라서 현저하게 실증적인 행정학이 이 나라(미국) 대학과정에 자리 잡고 있다는 바로 그 사실이, 그런 사실의 증명이 입증될 필요가 있다면, 이 나라는 행정에 대해서 더 많이 알아야 할 필요가 있다는 것을 증명할 것이다. 그러나 이러한 사실의 증명을 위해서 대학의 교과과정을 조사하지 않는다는 것은 언급될 필요가 없다(대학의 교과과정을 살펴보지는 않겠다). 공무원제도개혁이라 불리 우는 최근의 운동이, 그 첫 번째 목적을 달성한 후에, 인사제도 뿐만 아니라 정부부처의 조직과 방법(업무처리방법)을 개선하는 노력에까지 확장되어야 한다는 것은 우리들 사이에서 거의 당연한 것으로 여기는 사실이다. 왜냐하면 조직이나 업무처리방법이 인사제도 못지않게 개선이 필요하다는 것은 분명하기 때문이다. 첫째, 정부가 적절히 성공적으로 무엇을 할 수 있는가, 둘째로 정부가 이런 적절한 일들을 어떻게 하면 돈이든 정력이든 가능한 최소의 비용으로 가능한 최상의 효율성으로 해낼 수 있는가를 발견하는 것이 행정연구의 목표(대상)이다. 두 가지 관점(측면)에서, 우리는 분명히 지식이 많이 필요하고, 또 주의 깊은(세심한) 연구만이 그런 지식을 제공할 수 있다. - 중략 -
