On the basis of the results of these analysis, the following could be suggested about development of voluntary service programs for the youth:
1) A voluntary service activity program for the youth should be developed through good understanding of youth's motivations and the program's benefits for them in order to promote active participation of the youth in the program. The program should be one with the youth could be satisfied through participating in voluntary service activities.
2) A voluntary service activity program for the youth should be developed in consideration of the youth's abilities and development tasks. A service activity for the youth should provide a program in detail that fits well with each level of development stages of the youth so that the activity could be suited to development characteristics of he adolescent period and the youth's individual abilities and the development tasks could be accomplished.
3) A voluntary service program for the youth should be effective educationally. In a voluntary services activity for the youth educational effects for them are as much important as improvements of the beneficiaries' welfare or rights and interests. Thus, a service program should help the youth achieve idal growth and development including increasing sociality, cooperative spirit, and emotion by guiding them to, prior to participating in a service activity, recognize the activity, practice it based on the recognition, and assess it after practice.
4) A voluntary service activity for the youth should be executed through a process th at respects the youth's voluntary participation and decision-making, The activity should not be determined by others. It should be flexible. It would be most desirable that the youth themselves
investigate interesting areas, raise issues, develop an appropriate plan of services activities, and practice the plan. Through the process, the youth's voluntary participation should be induced.
5) the youth should be interested in a voluntary service activity program for them. The youth might be more interested in a program about which they are usually concerned or a program associated with their friends, neighbors, or local societies than in a simple and dull cleaning activity or a street order campaign program.
6) A good voluntary services activity program would be one that the youth could access easily and that could be done continuously by a small group. Such an activity might be executed by a unit of individuals, families, school, grades, etc.
However, if such an activity is not to be an one time activity, various kinds of voluntary service activities should be done by service activity growps, youth organizations, local society's welfare centers, etc. A service activity of an event nature by a big group should not be recommended.
