A Study on a Policy to Utilize
Senile Manpower in Aging Society

The National Basic Livelihood Security Scheme aiming to guarantee the basic livelihood of the poor aged fails to perform a role of a social-security network due to all regulations surrounding the selection of recipients, thereby leading to the mass production of the poor old men.
By solving a poverty problem of the aged and enabling them to make an independent living through the productive leisure activity, it needs to keep on examining a plan for enhancing the old men's pride and making them participate in the productive activity. This requires to be approached in a direction for the government to reduce the social-security expenses, basically solve a poverty problem of the senile population, at the same time, support in order to make the aged continue the productive old-age living through employment or a volunteering activity for local community, enabling the health of body and mind to be maintained.
This study dealt with a policy problem to utilize our country's senile manpower, as a plan to enhance the old men's quality of life in the aging society. Accordingly, it discussed the necessity of a productive welfare system aiming at an employment- promotion policy, and especially the policy direction necessary for arranging for a job and for an income-support project aiming at the livelihood security for the low-income old men, in order to make them reduce a family-social maintenance burden, through managing an active old-age living and scheming an arrangement of their own old-age living expenses.
