내린 선물이어서 그것을 나누어 사유화한다는 것은 상상도 할 수 없는 일이었다. 하지만 결국 사유화는 이루어졌고 그 덕에 당시 인구의 수백 수천배가 넘는 인구가 풍요를 누리면서 살수 있게 되었다. 그렇게 멀리까지 가지 않더라도 유럽의 종획운동이라든가 일제때 일제가 강행했던 토지조사사업 같은 것은 공유재산을 사유화시키는 과정이었다. 깨끗한 환경의 희소성이 높아지면 언젠가는 사유화가 이루어질 것이다. 문제는 시기이다. 우리가 사유화에 대한 심리적인 저항감을 얼마나 쉽게 극복하는가에 따라 어느 정도나 자원이 낭비될지가 결정될 것이다.
