화주의정책은 인플레적 축적구조'로 말미암아 더 이상 자유주의적 형태로 공황의 해소가 불가능하게 된 상태에서 나타나는, 화폐지배를 공고히하는 국가개입의 정책수단이었던 것이다. 즉 통화주의는 국가개입의 포기도 아니며, 정치권력의 역관계의 역전에 의해 선택된 것도 아니다. 통화주의는 국가개입을 이용하여 시민사회, 국가 모두를 가치적, 잉여가치적 준거(시장, 자본의 지배)에 종속시키는 과정의 일환이라고 할 수 있다(Clark, S(1988)참조). 이런 의미에서 통화주의 시대는 위기의 연속이지 위기의 회복과정이 아니었다. 이것이 30년대 화폐지배와의 차이일 것이다.
