A Study of the Delivery System of Day Care Services in Korea

We live in the age of welfare state. We are experiencing many changes in our social structure and value system. Especially, according to the change of social structure which has increased the number of nuclear families and the joint bread-winning, and because of the change of value system which demands the equal rights for both sexes and the higher quality of life, the necessity of day care service has been increased.
Day care service is a kind of child welfare that helps the development of child's total personality and gets back parent's roles. But there are many problems in the delivery system of day care services in korea. So, we study the delivery system, and suggest several proposals as follows;
First, we must change perceptions and value system, and so consider system of day care service as educare in the light of child welfare.
Second, The right of receiving day care service should be considered as a basic human right, and the opportunity of receiving day care service should be increased.
Third, the multiplication of day care services must be accomplished. Especially, such measures as the development and supply of day care programs, and promotion of care and learning must be accomplished.
Fourth, the delivery system of day care service must be more professionally, and more democratically.
Lastly, the administrative system for supporting day care service must be strengthened, and financial program must be increased.
