Multidisciplinary Policy Analysis Policy analysis is partly descriptive because it relies on the social and behavioral sciences to make and justify claims about the causes and consequences of policies. But it is also normative. It draws on ethics and other branches of social and political philosophy, as well as normative economics and decision analysis, to evaluate and justify claims about the expected utility and moral worth of policies.
