Ⅰ. The Commonwealth of Nations 1. What the Commonwealth Is The Commonwealth is an association of 53 independent states consulting and co-operating in the common interests of their peoples and in the promotion of international understanding and world peace. The Commonwealths 2 billion citizens, about 30 percent of the worlds population, are drawn frome the broadest range of faiths, races cultures and traditions. The association does not have a written constitution, but it does have a series of agreements setting out its beliefs and objectives. These Declarations or Statements were issued at various Commonwealth Heads of Government Meetings. The first, fundamental statement of core beliefs is the Declaration of Commonwealth Principles which was issued at the 1971 summit in Singapore. Among other things, it stresses the need to foster international peace and security; democracy; liberty of the individual and equal rights for all; the importance of eradicating poverty, ignorance and disease; and it opposes all forms of racial discrimination. 영연방은 회원국 국민들의 공통의 이익과 국가 간의 상호 이해와 세계평화를 증진시키기 위해 협의하고 협력하는 53개 독립 국가들의 결합체이다. 세계인구의 약 30%에 해당하는 영연방의 20억 시민들은 아주 광범위한 영역의 신앙, 인종, 문화 그리고 전통을 배경으로 하고 있다. 영연방에는 성문헌법이 없지만 이 기구는 영연방의 신념과 목표를 제시하고 설명해 주는 일련의 합의문들을 가지고 있다. 이 선언 또는 성명은 영연방 정상회의(CHOGM)에서 발표되었다. 핵심신념에 대한 최초의 근본적인 성명은 1971년에 싱가폴 정상회의에서 발표된 영연방 원리(원칙)의 선언이다. 다른 여러 가지 사항들 중에서 이 성명은 특히 국제평화와 안보 증진의 필요성을 강조하고, 민주주의, 개인의 자유와 모든 사람의 평등한 권리에 역점을 두며, 빈곤, 무지 및 질병 근절의 중요성을 강조하고 각종 인종적 차별을 반대하고 있다. - 중략 -
