필요성을 누구나 공감하는 분위기의 조성이 필요하다.
또한 사업의 집행에 있어서도 산업사회의 중앙집권적으로 관료주의적인 방식이 아니라 정보사회의 분산적이고 수평 네트워크적인 방식을 도입해야 할 것이다. 이를 위해서는 정보격차 해소 사업의 집행에 있어 지방정부 및 민간의 적극적인 참여 유도가 필요하다. 그래서 중앙정부와 지방정부의 역할과 민간사업자 및 민간 비영리단체의 역할을 우선 설정하고 이를 토대로 사업을 발굴하고 집행해야 할 것으로 생각된다.
그리고 정보격차해소는 궁극적으로 주민복지향상과 연계되어야 한다. 이를 위해서는 취약계층이 온라인을 통해 이용할 수 있는 유용한 정보 컨텐츠가 충분히 제공되어야 한다. 따라서 오프 라인에서 주민에게 복지서비스를 제공하고 있는 기관의 정보화를 지원하여 이를 정보화교육장 및 접근센터 나아가 컨텐츠 제공자로 활용할 필요가 있다. 이렇게 된다면 취약계층의 취업, 건강, 교육, 복지, 사회참여 등의 다양한 복지 서비스가 온라인으로 제공됨으로서 취약계층의 자립능력 향상에 기여할 것으로 생각된다.
