본문내용

At this juncture we could derive two general prescriptions for the policy directions from the review of the salient issues as mentioned above. First, the authorities and responsibilities should be delegated to the local governments in carrying out those projects for which the local governments have more potential capacity and proven administrative capabilities. The reason for this delegation and empowerment is that the existing tourist industry promotion policies of the central government have failed in making the best use of the local advantages (diversities) and potentialities due to the existing unilateral and uniform top-down decision-making practices of the central government along with its too much diffusive investment styles without due regard for the bottom-up decision-making mechanism of the local governments with the strength of a voluntary selection of and an intensive investment in the promising projects.
