(A) What are the costs and benefits associated with pursuing the reclamation project? Can you think of any challenges (or difficulties) with measuring and comparing these costs and benefits?
First, I will speak about Saemangum Reclamation Project. Then I will speak about benefits and costs of Saemangum Reclamation Project. At last, I will speak aboyt measuring and comparing these benefits and costs.
The Saemangum project block sea connecting from Gunsan of the west sea to Gokunsan archipelago and Byeonsan peninsula. So, that create farmland of 28,300 hectare and freshwater lake of 11,800 hectare.
The Saemangum project searched propriety in Jeonduhwan-government. And that had a ground breaking ceremony in Notaeu-government. And, in Kimyeongsam-government, completed number one seawall of the 1,3 sea wall.
Up to now, government invested total 1 trillion 1,385 billion wons, and completed the sea wall of 19.4 kilometer out of total 33.4 kilometer. It is state that one step sea wall construction work 66% is completed now. And construction work is interrupted state for 2 years. In 1996, environmental organization insisted to stop The Saemangum project by reason of the mud flat protection and water pollution. And The Saemangum project stoped by public opinion is divided.
Problem is that central government and the person in charge of government is looking at tact which they do not decide to stop or do not big project of 3 trilion won budget.
