B. Look-out
1. The Officer Of the Watch(OOW) Shall always maintain a proper look-out in compliance with rule 5 of 72 COLREG during watch
a. Maintaining a continuous state of vigilance by sight and hearing as well as by all other available means, with regard to any significant charge in the operating environment
b. Fully appraising the situation
c. Fully appraising the risk of collision, stranding & other dangers to navigation
d. Detecting ships or aircraft in distress, shipwrecked persons, wrecks, debris and other hazards to safe navigation
2. Full attention to the keeping of a proper look-out in the prevailing circumstances and conditions shall be given by the look-out shall be undertaken or assigned which could interface with that task
3. OOW shall take into account when using radar as a means of look-out
a. The effect on radar detection of the sea state, weather and other sources of interferance
b. The possibility that small vessels, ice and other floating objects may not be detected by radar at an adequate range
c. Assumption shall not be made on the basis of scanty information
d. Range scales should be changed at sufficiently frequent intervals so that echoes can be detected as early as possible and that small or poor echoes can not escape detection
