, CWMOs work, starting from Woo-ri Welfare Citizen Association in Daegu, 1994, Organization of Kwan-ak Community Welfare, 1995. The types are singular CWMO type and attached to civil social welfare committee type attached to Community Resident Movement Organizations. Exceptionally, there is a social welfare agent organization network type, like Seongdong Community Welfare Combination.
Second, based on the idea that fields of movement have to move to those of living movement. The aims in organizations are community cooperation construction and residences living condition improvement The goals are community welfare policy drafting residences participation, social welfare rights support. They seek for micro, macro versional unified practical method.
Third, the characters of CWMOs perform campaign influence strategy to outside for fulfillment of aim. To help neglected people, they are cooperative with the government and perform complementary influence strategy.
Fifth, while CWMOs in i990s was alone, they have became to combine to community residence movement and the line of social welfare in 2000s.
Sixth, in works as a social action type, CWMOs are different from traditional community welfare agencies and perform various community welfare function. With the exception of raising funds and sharing CWMOs perform offering services directly, drafting community policies and works of social action type.
Synthetically, CWMOs characters are :
CWMOs, since 1990s are different from traditional community welfare agencies. CWMOs have the tradition of social movement. They are established autonomously by community resident movement activists that became to aware the importance oh living movement rather than political power since 1990s. So the background of foundation and the characters of CWMOs are different from those of community welfare agencies and CWCs. These CWMOs are small but autonomous and efficient. So they enthusiastically perform service programs for poor people using sources in the community. They are very close to residences, so they can easily find the problems of neglected people and enthusiastically help them. On the basis of independence from the government relatively CWMOs try to draft community welfare policies and improve comprehensive community welfare.
Theocratical practical significances through this study are ;
First, the advent of new type emphasizing community welfare agencies like CWMOs is the necessity for enlargement of the flied on community welfare study and for research on types of organizations.
Second, later social welfare movement is needed to be considered together with unemployment self-employment·health etc. and to be expanded.
Third, now, the government leading interventing strategy in community welfare conferences which is a civil-government conference group have to be made by community welfare movement.
Fourth, for the development of community, community welfare center-centered service delivery system must be change.
