Incomplete Job Information and Welfare Effect

The labor market is characterized by two important features, heterogeneity and inflexibility. These two characteristics result in the mismatch in the labor demand and supply of labor. When the information system on education and the labor market is not well established, the demand and supply of labor do not match with regard to skills and occupational structure of employment, and therefore the economy gets into serious individual and social problems. One of these problems is the welfare loss.
This paper is intended to give some welfare aspects of the mismatch between the demand and supply of labor. When students decide to enter into the schools or colleges, they usually have incomplete job information. This incompleteness of job information and the time-lag between the decision to study some specific skills and the participation in the labor market after graduation inevitably yield the loss of welfare, compared with the case of perfectly competitive markets.
This paper extends the results and analyses of the current literature into the distinction of central government's public job information and local government's public job information. It also discusses the welfare effect of incomplete job information when central government and/or local government try to adjust some part of unemployment gap.
The main results of this paper are similar to those of the previous literature. However, the individual and social welfares depend on the relative variabilities of central government's job information errors and local government's job information errors. Furthermore, the welfare results are also subject to the parameters of labor market equations and the adjustment speed of unemployment gap.
