Abstract
Causality between Fiscal Decentralization and Regional Economic Growth

The main objective of this paper has been to provide evidence on the causal relationship between fiscal decentralization and regional economic growth in Korea. In a causal model of Granger's type, I have demonstrated the existence of causality and the size of effect between fiscal decentralization and regional economic growth using the pooling data set of metropolitan cities and provinces for the period 1985-1999.
In the case of metropolitan cities and provinces, the results have been bilateral causality between fiscal decetralization and regional economic growth. The total multiplier from fiscal decentralization to regional economic growth has been positive. But the multiplier from reginal economic growth to fiscal decentralization has been negative.
In the case of metropolitan cities, the results have been bilateral causality between fiscal decetralization and regional economic growth . In the case of provinces, the results have been bilateral causality between fiscal decetralization and regional economic growth. Causality from regional economic growth to fiscal decentralizationis in the case of metropolitan cities is differed from that in the case of provinces. It has been caused from the trend of policy. The trend of policy is expanding fiscal capacity in the provinces and reducing fiscal capacity in the metropolitan cities in according as regional economy has been growing.
In Korea the total multiplier from fiscal decentralization to regional economic growth has been positive all in the three cases. The emperical results of this study seem to suggest that fiscal decentralization may be profitable for regional economic growth.
