Nonethless, there are new hope appeared in the visible form of contingent workers' solidaristic struggle. Contrary to above attitude of established unions, new unions emerging from marginal working-class shows new solidarity within labor.
Thousands of temporary workers belonging to Korea Telecom formed their own union in May last year. At first, though they were rejected by KT Union, which is one of the biggest enterprise union in Korea, they didn't give up and finally persuaded their permanent fellows. KT union rejected to united fight against their employer's attack of massive dismissal. When temporary workers's isolated strike continued more than 5 month, KT Union also received a tough blow of massive dismissal from employer. Temporary workers didn't hesitate to decide to implement joint campaign for anti-dismissal.
In addition, hundreds of unions formed by temporary, part-time, contract workers in past 2 years. Various forms of union are appearing against various forms of work and employment. They are making new solidaristic chains between labor and student, between labor and civilian organizations and between regular and contingent workers. They also shows new progressiveness and new militancy in respect to their demand and attitude. While past labor movement pursue distributional justice in the time of high growth, these new unions proposes solidaristic improvement of quality of working life in the age of 'low growth'. In sum, their movement for 'non-discrimination, regularization, equal labor right' becomes important stimulus to broad social movement in Korea.
It is time to consider the possibility of new radical labor movement of contingent workers toward New Unionism in the 21st Century in Korea based on significant self-reflection of past movement.
