요 약
본 연구는 보육시설 인증제 도입에 앞서 보육시설의 질적 수준 평가 목적으로 시행된 국내 연구들의 성과를 검토함이 필요하다는 관점에서, 주로 90년대에 들어와 보고된 보육시설 평가항목 개발 및 적용에 대한 연구들의 보육시설 평가항목과 평가방법 관련 내용을 종합하여 주요 쟁점을 논의하고 보육시설 인증제 도입을 앞두고 선행되어야 할 연구과제를 제시하고자 하였다.
분석대상은 유아교육 및 보육시설 평가척도 개발 연구 7편과 평가척도의 적용에 의한 보육시설의 수준을 평가한 연구 3 편이 포함되었다. 분석 내용은 평가척도 개발의 이론적 기초, 평가내용의 영역과 항목의 선정모형, 그리고 평가척도의 적용과정과 결과부문이었다. 평가척도의 이론적 기초부문은 평가내용의 근거자료를, 평가항목 선정모형부문은 평가대상과 평가척도의 성격과 평가방법 및 평가영역과 항목을, 평가척도의 적용부문은 보육시설의 질적 수준 현황과 인준 기준 및 인준 절차 내용을 포함하였다. 보육시설 평가항목 관련 연구들의 분석 결과를 토대로 본 연구에서는 평가 척도의 이론적 근거가 될 질적 보육시설 요인에 대한 발달 심리학적, 경험적 연구의 축적, 보육 수익자와 운영자의 의견수렴 과정, 변별력이 큰 보육시설의 질적 수준 평가 항목 연구의 필요성과 인증제 실시에 있어 평가척도의 타당성과 평가 과정에 대한 신뢰성 문제들이 논의되었다.
