ABSTRACT
An Effective Management Plan of Leisure Sports According to Local Self-Government Era since IMF

This research was conducted to examine and develop the effective ways for leisure sports since the times of local self-government and International Monetary Fund in Korea. Various factors were analyzed in the view of social welfare system that Korea government must pursue ultimately in order to show some better ways of leisure sports and their management. Comparing with the system of centralization of power for a government, the system of local self-government requires more realistic administration and management for local people, and it let local people participate in the process of political decision more actively.
This study suggests several ways to make leisure sports effective because their merits are the most practical for the improvement of administrative efficiency and unification among local people, for the realization of democracy, and for the collection of local people's opinion.
First, systems and events of leisure sports should be activated through an organization of clubs. Second, it must connect to the development of equipment for the local people. Third, through the systems and events fitted with the local situation, they should have common goals and continue to stimulate themselves. Finally, a whole well operating management including all these elements should be created in order to move toward an idealized society in which we live together in peace and harmony.
