a good modern social work system. Because it was preventive from hospitalization arisen from group accommodation and technical education and general education along with job intercession were carried out. In 1859s, it was found in the United States that the group accommodation of orphan was attended by many faults. Hence, a new system which is very similar to this trusteeship system was established through the close investigation by specialists from all the related fields.
Thus, we can have find some interesting facts between both the system. The orphan work by Yonghae Hoe ended when Bishop J.Blance was martyred in the 1866-Byongin persecution. A very similar orphan work system to that of Yonghae Hoe fairly faded out in 1880, and this country began to have relationships with western countries in this times, so that the religious activities accordingly took a new turn. In 1885, a catholic orphanage and old people's home in Seoul were opened. These were the first orphanage and the first old people's home in Korea. The orphan works in Korea marked its peak in quantity around the times of Korea-liberation and the Korean War. In 1970s, the trend of decreasing in number of orphanage appeared remarkably. While, the number of homes for the aged has constantly increased since the entrance of 1960s.
Catholic leprosy work began soon after Korea-Liberation. Now, the total number of leprosy resettlement villages in Korea are 98. Among these, 42 villages are related to the Catholic church.
The Korean social aspects have much changed by the effects of modernization and the skill of social work have also much improved, so that the conventional institution-social work should be modified eventually. Thus, the catholic church has to try to find some new kinds of social work. For example, the approach attempted by the Korea Human Development Committee(Insung Hoe) established in 1975 is the one of new courses of social work. Insung Hoehas raised money from the faithful during the Lent in every year since 1977 and the organization achieved to raise money about 40,000,000 won in 1980.
moreover, the organization has accomplished adjustment for relationships among social work agencies and interchange the information.
In this point of view, when Catholic church is going to perform social work in Korea it has to adopt special skills of social work and be helped from professionalists of social work. As social problems are very complicated in nowadays, it is not sufficient that only the institutional social work for prevention in order to solve basically social problems.
therefor, I think that catholic church has to be more concerned with non-institutional work. The church has to participate in positively fields, family welfare, juvenile delinquency, problems of unmarried mother, industrial welfare, handicapped persons welfare, etc.. And Insung Hoe has to be become more professional and more systematic and it has to be developed into comprehensive social welfare center.
