반면 보수당의 가장 두드러진 개혁은 1997년 선거에서 대패하면서 보수당에 대한 근본적인 변화 없이 당을 재건하는 것이 어렵다는 공감대가 형성되었기 때문이다. 이에 따라 과거처럼 의회 의원들로 구성된 원내 보수당이 갖고 있던 권한을 축소하고 당내 정책 결정 과정에 일반 당원의 참여를 확대시킴으로써 당의 활성화하고 궁극적으로 보수당에 대한 지지를 높이려는 의도를 갖고 있었다.
이런 점에서 본다면 영국에서 진정한 의미의 당내 민주주의는 최근의 일이라고 볼 수도 있으며 아직도 완전한 형태는 아니라고 평가할 수도 있다. 그러나 영국 당내 민주주의의 변화 과정을 살펴보면서 알 수 있는 중요한 점은 선거라는 정당 경쟁의 메카니즘이 건강하게 작동하는 한 보다 많은 유권자를 자기의 지지 세력으로 동원해 내기 위한 정당 스스로의 노력으로 인해 당내 민주화가 계속해서 추진력을 갖고 진행되어 나갈 수 있을 것이라는 점이다. 블레어의 당권 장악 이후 다수의 여성 후보를 노동당에서 공천한 것도 이런 차원에서 이해할 수 있을 것이다. 따라서 선거 경쟁이 계속되고 새로운 상황에 적응하여 지지를 넓혀나가려는 각 정당의 노력이 계속된다면 노동당뿐만 아니라 보수당 역시 당내 민주화는 앞으로도 지속적으로 진행되어 나갈 것으로 보인다.
