After the field of policy implementation emerged as a major interest area in 1960's, the students of the field have tried to identify the major factors which are important for the successful implementation.
However, it was impossible to develop a general model that had the power to explain fully the process of policy implementation because of the unclear standards for judging the success of the process, the limitation of binding all the related factors to the policy implementation process and various perceptions of the scholars which could not reach any agreement on the process of policy implementation.
It has been tried to arrange and integrate the existing approaches of the implementation studies under the name of the third generation since the 1980's, but to develop a general model was also beyond their ability because of diversity, complexity and flexibility of policy environment.
It seems that for making clear the factors impacting the successful policy implementation, it would be more useful to investigate by categorizing them as implementing themes affected in the process rather than in their totality.
In this study, I tried to understand the factors influencing policy implementation.
I took the implementation of the Volume Rate Disposal System (VRDS) for domestic wastes as a case for this study.
Although this case, which was enforced in 1995, involved a widespread policy target-group and forced the group to adapt to a significant change in the previous behavior of waste disposal, it is evaluated as successful policy.
For the case study I examined the precedent studies on the factors influencing the policy implementation and constructed the theoretical framework in chapter 2. This framework basically comes from the synthetic approaches to policy implementation and includes factors such as character of the problem, contents of the policy, behaviors of bureaucrats in charge of the implementation, support for the policy and policy environments. I divided the features into the four variables related to the content of policy, policy implementation organization (that is, the implementer), environments of policy implementation and its group.
In chapter 3, before the case study I made an overall review of the significance and the performance of VRDS.
In chapter 4, the core of this study, I briefly evaluated the performances of the case and concluded that it was successful policy implementation. So I analyzed the factors influencing the outputs of policy implementation from the framework in chapter 2.
In chapter 5, I suggested several policy recommendations on the basis of analysis mentioned above, so that this policy can be more effective later on.
Finally, I summarized this case study and suggested limitations of this study in chapter 6.
