구조는 구체적인 직무기술서나 명백한 조직의 규칙과 절차가 확립되어 잇지않고ㅡ 부문간의 조정이 어려운데서 발생하는 문제점을 포함하고 잇다. 분만아니라 이러한 조직구조하에서느 조직구성원들의 책임이나 활동이 중복되는 수가 많다.
구성원들의 성과와 만족을 그대화시키기 위해서는 개인들간의 차이를 고려하여 조직구조를 결정해야한다. 권력지향적인 사람은 관류제를 선호하는 경향이 있으며, 공식화된 특별규칙을 선호할 뿐만 아니라 직무 수행시 다른 사람들과 공식적인 위계관계를 따지고 들기를 좋아한다. 이러한 사람들에게는 기계적 조직구조가 적합하고 이와 반대의 성향을 가진 사람들에게는 유기적 조직구조가 적합한 것이다.
