이 설립되어 노화현상에 관한 연구, 노인의 능력개발에 관한 연구 등을 하여 노인권익 향상에 필요한 보다 실질적인 정보를 제공하는 계기가 마련되어야 할 것이다.
⑷ 현재 활동중인 소비자보호 단체들에 노인과 장애인을 위한 특별 분과가 결성되어 소비자로서의 피해보전 능력이 부족한 노약자에게 우선적인 서비스가 제공되어야 할 것이다. 물론 이러한 변화가 오기 위해서는 법률, 소비자과학 분야의 경험이 콸부한 노인들이 자원봉사를 함으로써 별도의 국가적 부담 없이 노인자원을 활용한 노인권익 신장이 가능함이 입증되어야 할 것이다.
⑸ 노인의 자살방지, 학대예방 프로그램 등 생존위협 과제에 대한 대책기구나 사회단체가 결성되어야 할 것이다.
⑹ 양로시설이나 요양시설에 입소한 노인, 거택보호 노인 등 소외계층 노인에게 인간으로서의 기본권리가 보장되도록 감시활동은 물론 모금이나 자원봉사 모집 등을 하는 "소외노인 권익보호단체"가 결성되어야 할 것이다.
⑺ 위에 제시한 사항들은 우선 노인들 스스로 자발적으로 추진함으로써 국가적 경제부담을 경감시킴은 물론, 노인들 스스로 노인문제 해결에 앞장서는 모범적인 예를 남겨 젊은 세대들이 감화되어 동참하도록 하는 계기가 조성되어야 할 것이다.

Lessons from Human Right Movement
and Welfare Policy for the Elderly in the United States

This study was performed to review historical development of human right movement and welfare policy for the elderly in the United States. In the United States, a slogan of "revealing injustice beneath the aura of the affluent society" arises since 1960s, and a number of legal measures such as Older American Act and Non-discrimination in Employment Act were constructed. In addition special issues such as alcoholism prevention, suicide prevention, consumer protection, and transportation services received special attention and supports nationwidely. In Korea, national movements boostered by every age group pursuing improved human rights maintenance need to be initiated. Particularly, hidden and neglected group of the elderly in needs should be the first target of national supports. Finally in this study, it is proposed that all of the movements need to be initiated and boostered by the elderly group, so that positive image of able elderly are made in the society.
