Related to the method of this paper, the approach of the paper mainly depends on Functionalism. The reason is that such approach is the best way for skimming of the Cold-war atmosphere lying in the peninsula, easing the tension by using soft powers tools, and leading North Korea’s reform and openness to their soft landings.
The economical cooperation of North and South, and formation of economical community will make it possible to make settled peace in the peninsula. Thus, Kum kang Mountain Tourism projects and Gae Sung Industrial Complex project, based on engagement policy and sunshine policy, should continue.
There some significance that we could point out in economical cooperation of North and South. (1) It gave the economical benefits to both countries. (2) It has made us to expect the possible peaceful atmosphere. (3) It has brought future economic recoveries of North, and the dynamics of economic improvements. But there are some of problems also, (1) lack of contents of trade (2) weakness of private investment of South (3) absence of long term development strategies and strategic cooperation between two countries; which are factors that has to be solved in the future.
Following factors are the plan in order to revitalize cooperation of North and South in the future; (1) sticking to the separation of economy and politic principle (2) reform the structure to interdependent economic structure (3) institutional improvements for revitalizing exchanges and cooperation (4) reducing shipping cots (5) constituting consortium of large and small enterprises and expansion for advances into North Korea.
Economical cooperation of South Korea toward North Korea will cause positive effects on situation of Korean Peninsula, but what matter is that the temporary nuclear crisis is not the fact that we could not treat passively. The nuclear of North does not only causes bad effect on the peninsula but for all of North Eastern Asia, and this fact is the main reason which makes the economical cooperation unjustifiable.
The successful economic cooperation of North and South depend on wills of South Korea. In order to make favorable process of the reform and openness based on economical cooperation, first of all, faithful attitude change of North Korean to the problem solving on the nuclear crisis is required. If the problem is not solved, economical cooperation will be limited, so the economic development of the North may not be promising. Second, South Korea has to ensure full justification and reasons in order to participate continuously on founding development strategies that will help continuous economical development of North Korea after the solving nuclear problems. If these two factors are firmly guaranteed, future economic exchanges and cooperation of North and South will contribute greatly to the stability and peace of Korean Peninsula.
