Digital Divide: Conceptual and Practical Implications

It has been generally argued that digital divide is caused by four major elements: class, gender, generation and region. But digital divide is created, reproduced, and aggravated through a very complex process. Given the assumption that digital divide is not a comprehensive concept converging into a single dimension, digital divide are articulated into the following three aspects: the access to information devices or database(information accessibility); the ability to utilize information resources(information mobilization); and the ability to differentiate the quality of information (information consciousness).
Based upon this multilateral perspective, three stages of digital divide opportunity divide, utilization divide and reception divide are delineated. Particularly, in the advanced stage, what matters may not be universal information possession or effective information utilization but sensible information reception. Cultural capital will be more salient since what is important is not opportunity or skill, but cultural literacy.
The prior conditions for the solution of digital divide are to draw upon a social consensus in order to provide more people with more information. As informatization progresses further, communication will become a critical issue. So it is necessary to develop policy measures not only to enhance the media availability but to improve communicative competence.
