분히 살리지 못한 사례라고 할 수 있다. 반대로, 본고에서 주장하듯이 평준화 개선 종합대책을 수립하여 다양한 정책들과 병행하여 학교선택권이 확대된다면 대부분의 학생과 학부모에게 혜택이 골고루 돌아갈 수 있다.
이러한 복잡한 논의에 대하여 단순히 평준화 폐지에 대한 찬반의 양극으로 공론을 몰아가는 것은 분명히 문제가 있다. 우리 교육의 복잡한 현실을 놓고 어떻게 하면 우리 교육의 다양성과 질적 수준을 제고할 수 있고 궁극적으로 교육의 정상화를 이룰 수 있는 지에 대하여 진지한 토론을 계속 이어가면, 많은 사회집단이 합의할 수 있는 개혁 방안이 도출될 수 있을 것이다.

Reforming Secondary School Equalization Policies in Korea

This paper emphasizes that Secondary Schools Equalization Policies in Korea should be overhauled through comprehensive reforms including extension of school choices, allowance of school autonomy, disclosure of school information, deregulation of the government control over university admissions, and introduction of special programs targeted for students with low academic performance. We also provide detailed policy suggestions for Korean government to successfully implement the far-reaching reforms.
We expect that the overhaul of Secondary Schools Equalization Policies would help enhance both efficiency and equity of Korean secondary education. And we anticipate that the reforms, in the long run, could also reduce excessive wasteful competition among Korean students to enter better university as well as their increasing burdens of private tutoring.
