배정책이 필요하겠지만 국민소득의 증가가 정체 되 있는 상태에서 성장보다는 분배의 정책 모색은 국민소득의 증가의 달성을 요원하게 만들 가능성이 상존 하고 있다. 복지 분배 정책은 "표적집단정책(target-group policy)"에 근거하지만, "거시경제정책(macro economic policy) 이자 재정정책(fiscal policy)"는 중산층 육성 정책이다. 영국에서 노동당이 추진하였던 이상주의적인 베버리지 복지 프로그램과 케인지안 경제정책의 결합이 한계에 봉착함으로써 대처 정부의 모색은 자유주의적 경제정책과 통화주의 정책의 접근이었다. 일자리 창출을 위한 전략산업지원, 중소기업지원, 벤처기업 및 창업지원 등을 위해 막대한 재정 지출이 요구되어 지고 성장을 통한 분배 정책으로써 "전략산업지원, 기술혁 신, 일자리 창출, 적극적 노동시장정책, 소득지원" 순으로 복지정책을 모색하는 것이 바람직하다는 관점은 영국의 복지정책의 분석에 의해 타당성과 적실성을 부여 할 수 있을 것이다.
