Power and Civil society
:In the light of H. Arendt's concept of Political Power
This study is an attempt to find out the important role of civil society to the formation of political power in the Korean context. The most common and conventional is M. Weber's definition of power, "the probability that one actor in a social relationship will be in a position to carry out his will despite resistance." Weber's overall definition of power does not, however, clarify the precise meaning of "political" power in Arendt's sense.
Arendt sees that political power is naturally produced in the public realm in which public action takes place. The primary sense of power is not force or violence, but the human ability to act in concert. Thus, political power is the outcome from acting in concert. And, according to Arendt, acting in concert operates in the presence of communication which presupposes communication in concert. For Arendt, political power turns out to be a communicative power. From Weber's perspective of power, civil society is excluded from the political realm, for it is imagined to be passive and in inertia. Civil society is compelled to just obey to government and, thus, remains in servitude. In contrast, Arendt's concept of power enables us to see that civil society is not passive but active. Moreover civil society is an area of diversity, because different opinions co-exist there.
The Korean history shows that there were several civil resistances, such as, 4.19 revolution and 5.18 civil resistance, they demonstrate that the Koreans were not mere "subjects" but had a strong symptom of "citizenship", in the cases of political emergence. But, in normal political situation, the Korean civil society has not revealed much activity. Especially, the "network" among citizen is not yet consolidated.

논문을 쓰는 과정은 한 번도 집을 지어본 적이 없는 사람이 끊임없이 벽을 허물고 다시 쌓는 작업을 반복하는 것과 같다. 어떤 재료를 어디에 어떤 방식으로 배치하느냐의 문제로 고민이 거듭되고, 마음은 궁궐과 같은 화려한 집을 짓고 싶지만 현실은 내가 갖고 있는 부족한 재료를 최대한 활용해야 한다. 그 결과 완성된 집은 처음 생각했던 것과 다를 수도 있다. 논문을 끝내는 시점에 도달하고 보니 논문을 쓰는 일은 어린 새가 새로운 세상으로 나아가기 위해 알 껍질을 깨는 과정과도 비슷하단 생각이 든다. 지금까지 내가 갖고 있던 관점에서 벗어나 접하지 못했던 새로운 세상을 발견하는 시간이기 때문이다.
부족한 논문이지만 많은 분들의 관심과 지도 그리고 조언이 없었다면 이나마도 쓰기 힘들었을 것이다. 우선 논문지도를 맡아주신 000 교수님께 감사드린다. 사실 이 논문의 문제의식 역시 교수님과 함께 토론하고 고민했던 수업에서 비롯된 것이며, 시민사회학을 공부하면서 한 걸음 도약할 수 있었던 것도 교수님의 지도 덕분이다. 논문 주심을 맡아주신 000 교수님 역시 문제의식이 미쳐 완성되기 전부터 가능성을 믿어주시고, 많은 조언을 해주셨다. 역시나 논문 심사를 맡아주신 000 교수님도 미처 생각하지 못한 부분에 대한 문제제기를 통해 고민의 지평을 확장시켜주셨다. 이 외에도 000 박사님, 000 박사님, 000 박사님 등 많은 분들이 기초적인 질문에도 귀찮아하지 않으시고 부족한 점을 알려주셨고 관심을 갖고 지켜봐주셨다. 함께 논문을 쓴 대학원 000씨와 나누었던 토론도 귀중한 밑거름이 되어주었다. 마지막으로 논문을 쓰면서 많이 신경써드리지 못했던 어머니께 죄송함과 더불어 감사한 마음을 전하고 싶다.
