지원정책의 실시를 제안하였다. 이에 따라 중앙 정부는 민간부분에서 투자를 기피하고 감당하기 어려워하는 첨단기술분야에만 국한하여 정책 지원을 실시하고 벤처기업의 성장을 위한 사회적 인프라 투자에만 한정적으로 관여하고 나머지 산업정책에 대한 모든 재량권은 지방자치단체에 이양하여야 한다. 이를 통해 각 지역별로 벤처기업선정과 각종지원 정책에 있어서 비교우위를 기진 산업에 대해 차별적이고 실효성 있는 지원 정책을 실시하여 벤처기업을 지방으로 유인하는 동시에 벤처기업이 자생할 수 있는 생태계를 조성하게 될 것이다.

A Study on the High-Technology Firms Localization
for the Balanced Regional Development.

High-technology firms advances industrial structures so that it may impact creation of economic vitality and a step-up in production, that has potential power to increase not only for creation of profit but also added value and working force. However, high-technology firms in Korea are clustered close together around the National Capital region that difficult to provide regional foundations linking idea to production and it intensifies the unbalance between its regions.

The support policy and process of selection was enforced by government working in a central role make high-technology firms aggregate densely in the National Capital region and it causes insolvent firms are jumbled up close together.
This research draws the problem with the support policy by government on the basis of material for research work, statistical data, law, and case study that suggested localization of high-technology firms through local government's differential support policy as a plan to resolve the problem.
Namely, central government should have support plan for investment on what private corporations avoid and are equal to high-risk and social infrastructure has to transfer discretionary power for the policy of rest industries. Through this job, central government is able to attract high-technology firms to local area by performing differential and effective support policy to competitive industry group in selecting the firms and each support policy for them. At the same time it will create an autogenous ecosystem.
