의 핵무기위협에 대한 충분한 보복공격력을 유지해야 한다는 구실을 내세우며 핵실험금지조약마저 비준을 거부하고 있는 미국이 그러한 모범을 보일 가능성은 미국이 NMD 자체를 포기할 가능성보다 오히려 더 기대하기 어려운 것이라고 많은 사람들은 생각할 것이다.
우월한 경제력과 기술력을 첨단군비경쟁에 지속적으로 연결시켜 우월한 군사전략적 지위를 유지하고자 하는 유일초강국의 욕구를 미 국내정치적 경쟁은 부추기고 있다. 냉전과 그 속에서 서방의 승리는 힘의 승리이며, 그 힘의 승리는 궁극적으로 월등한 군사능력에 뿌리박고 있다는 것이 탈냉전시대 미국인들이 냉전에서 얻은 가장 호소력있는 역사적 교훈으로 자리잡은 것처럼 보인다. 인류가 냉전에서 벗어난 것은 군비경쟁에서 미국이 선도한 과도파괴력 축적경쟁에서의 승리때문이 아니라, 우리가 고르바초프혁명의 핵심적인 부분으로 이해하고 있는, 전쟁과 평화에 대한 인식의 철학적 전환에 크게 말미암았다는 사실은 미국내 정치화된 안보논쟁에서는 큰 힘을 갖고 있지 않다. 그것은 우리가 미래에 또 하나의 냉전을 짊어지고 살아가야 할지도 모른다는 것을 가리키는 저주일수도 있다.
