Introduction
Transportation plays a vital role in our society. Given the important role of transportation, it is quite understandable that transportation policy can be contentious. Too often Fights over what specific projects will be funded and in which region, and scant attention is paid to the larger social and economic effects that transportation policies have.
When Traffic Engineers are planning a Transportation System, Traffic Engineers considered Efficiency and Equity. Efficiency describes the extent to effort or cost is well used for the intended task or purpose, and Equity refers to the distribution of impacts and whether that distribution is considered fair and appropriate. The BEST is to harmonize both, but we should choice one in different situation.
Korea's road was developed beginning of Korean War and after 1968, Real Economic Development led a more development about Transportation System. In past 40 years, development of Transportation was focused on efficiency. Korea has poured money into road construction. . This development doesn’t solve the problem such as urban congestion, fatal traffic accident, Environmental Problem. Moreover, the externalized cost of environmental damage has begun to rise. It is in this sense that we need to examine the efficiency of our transportation system
