.부정 부패의 정부는 풀뿌리민주주의의 요구를 파악하고 수용하는 공공선의 중심 주체로 되고 있지 못하다. 정부는 비정부 조직의 요구를 수용함으로써 정당성을 확보하고, 비정부 조직은 정부의 활동에 동참함으로써 민주화에 기여하는, 새로운 민주주의의 형태를 발전시켜야할 것이다.
그에는 무엇보다 비정부 조직의 연합이 중요한 역할을 수행할 수 있을 것이다. 한국의 상황에서 비정부 조직은 각 비정부 조직의 사안의 실천에만 관심을 가질 것이 아니라, 우선 비정부 조직의 의미와 역할을 정부와 사회에 알리는 것이 선결 과제라고 할 수 있을 것이다. 그를 위해서 비정부 조직은 '보편화될 수 있는 이익'을 대변하는 행위의 주체자들로서 연대가 필요할 것이다.
