민간단체의 관계는 지금 일반적으로 '견제와 경쟁' 그리고 '사안별 협력' 사이에 있다고 볼 수 있다.
<질문8> 그렇다면 "앞으로는 어떻게 발전되는 것이 바람직합니까" 하는 후속 질문에 대해서는 ① 사안별 협력(58.3%), ② 제도적 공조(33.3%)가 가장 바람직한 것으로 나타났다.
이상에서 살펴보았듯이 시민사회단체들과 정부의 관계는 다소 가까워지고 있으면서도 아직 명확한 관계설정이 되어 있지 않은 것같다. 이같은 관계설정이 '비영리단체활동지원법'과 같은 법으로 규정할 수 도 있고 공모사업과 같은 제도와 정책을 통해 이뤄질 수 있을 것이다. 그렇지만 정부와 시민사회단체의 관계가 하나의 관행과 문화로 정착되기 위해서는 적지 않은 기간이 필요한 것이다.
